Hi,
Calc uses DiracSimplify.
However, the default option for DiracSimplify is to not
use DiracOrder inside (which is debatable whether it should
be True or False by default).
Anyway:
Do:

SetOptions[DiracSimplify,DiracCanonical->True];

And DIFF1 will be 0 too.
