In FeynCalc 9.0 it works out of the box

Contract[TensorFunction[t, a, b] FV[p, b]];
Uncontract[%, p, Pair -> All]

-> Pair[LorentzIndex[$AL$2154[1]], Momentum[p]] t[LorentzIndex[a],
  LorentzIndex[$AL$2154[1]]]
