Hi,

EpsEvaluate doesn't normally expand momenta, but actually it's just one
additional command that you need:

Eps[Momentum[p1], Momentum[p2], Momentum[p3],
    Momentum[p1 + p2]] // MomentumExpand // EpsEvaluate
